Lore & Background
The family's reputation was shaped by its bosses. Under Angelo Bruno (1959–1980), the family enjoyed an era of peace and prosperity; Bruno was known as the "Gentle Don" for seeking peaceful solutions and avoiding excessive violence, believing it would bring police attention and disrupt cohesion. After Bruno's murder in 1980, Nicodemo "Little Nicky" Scarfo emerged as boss. Scarfo was infamous for his short temper and penchant for violence, demanding a street tax from all criminals and ordering murders over moderate disputes. The dramatic rise in violence attracted increased attention from the FBI, Pennsylvania State Police, and New Jersey State Police. Crime reporter George Anastasia described the organization as one of the two most dysfunctional Mafia families in the United States, along with the Patriarca crime family of New England.
In Their Own Story
The rain-slicked streets of South Philadelphia glisten under neon signs as a made man steps out of a social club. A rival nods curtly—a gesture of respect earned from a recent job well done. But as he passes a police cruiser, the officer's eyes narrow; a reminder of growing notoriety, a name whispered in precincts. Every deal, every hit, every choice has etched a reputation into the city's fabric. Tonight, that reputation will decide whether he walks free or ends up in a shallow grave.
Reader's Guide
Reputation within the Philadelphia family is built on loyalty and violence. Under Bruno, subordinates were given autonomy as long as he received a share of profits, but he prohibited narcotics trafficking—a rule some men broke clandestinely. Under Scarfo, the family grew in power but became highly dysfunctional; Scarfo demanded all criminals pay a street tax for operating in his territory and did not hesitate to order murders over moderate disputes. The rise in violence convinced several mobsters to cooperate with the government to escape death or prison. To survive, a player must balance earning respect through profitable operations while avoiding the intense law enforcement scrutiny that comes with excessive bloodshed. Mastering this system requires knowing when to negotiate and when to strike—a wrong choice can leave you isolated in a firefight or facing a life sentence.
